Kelp doesn't grow

I was working on an automated farming centre since 1.12.

It is completed, and was working well since 1.13

In 1.14, It doesn't work.

KELP DOES NOT GROW

Kelp is composted for bone meal for all farms to work

Therefore, no farms work.

I would be happy if I see it working again in 1.14.2
