In survival, blocks or placeable objects of any kind will not drop as an item even when destroyed with the appropriate tool and while tile drops are on (XB1)

Blocks of any kind in my survival world do not drop as items when broken. Tile drops are on as well. Occasionally, very rarely, the block WILL drop, but 90% of the time it doesn't.
