Animals cannot enter love mode

Mobs cannot enter love mode. This only affects older mobs in the world so newly spawned mobs can enter love mode. Trying to feed mobs won't do anything, so no particles or different behavior. This is not a mob cap issue as breeding with newly spawned mobs works.
