bedrock at y11

There is bedrock at y11 and its like a up 3 block and 1 to the side then repeat that fpr i dont know how long (REMINDER THAT THIS IS IN PURE SURVIVAL I NEVER PUT CREATIVE MODE OR CHEATSON) so i hape this bug gets fixed in 1.14.1  unless this is a hacked worl i dont know how this is possible.
