Microsoft account unable to connect

I get error -9 on Windows 10 and error 0 on Android when I try to log in my Microsoft account and it says that the Marketplace is unavailable for my account...

 

And on Nintendo Switch, I just wont connect to the account but there is no error message, when I open the marketplace I cant see the packs I bought.

 

Btw I don't have a PS4 so my account was not linked to a PS4...
