Tick rate on Xbox is default at 1 while the tick rate for Java is default at 20

On Java the default random tick rate is set to 20 but on console it is default at 1. There is no way to change it without the game saying that I will no longer be able to have achievements. I do not see why the tick rate would need to be set so low.
