Ps4 no raids/bad omen in converted worlds

There are no pillagers spawning in or near the pillager towers. i have converted the ps4 Edition world 1.4 to bedrock 1.9 and 2.0.
ps4 Edition seed 6888392910285196295

even if you start a brand new Edition and convert it to bedrock straight away the pillagers do not spawn in or near the pillager towers.

Bad omen and raids do work on a new Bedrock generated world. but thay don't work on the old converted ps4 Edition world ( ps4 Edition world converted to Bedrock world will no work with pillagers spawns ).
