Mining Snow Block with Silk Touch shovel does not drop Snow Block consistently

When mining a Snow Block with a Silk Touch shovel, one of two events occur. A Snow Block drops, or Snow Balls drop. There is no consistency as to which event occurs.

Expected results- when mining any Snow Block with a Silk Touch shovel I expect the Snow Block drop

Steps to reproduce- craft snow blocks, place them, mine them with a silk touch shovel
