Ice Bombs and Balloons not working

When placing balloons on mobs, the balloon just stays in place on the ground. Also, a similar issue with the ice bombs. When thrown, they just hover in space where you threw them. They even stay there until you log back in...hovering...cold and ominous. HELP!
