Kelp not growing/growing extremely slowly

With both manual and automated kelp farms both with 15 kelp plants each, before the update production rates were high (4 stacks of kelp per hour) after updating to 1.14 (BUZZY BEES) in both manual and automated kelp farms kelp is growing slower than sugarcane with production rates reaching as low as 1 stack of kelp per hour
