Capes not placing right on short and tall character creator skins

This was working fine before the update to 1.14.0. I have a custom character I made with the character creator that's at the shortest height setting and the Founder's Cape is apparently attached to his head over his shoulders. It works fine at the normal heights of characters. It's also too low on the tall characters as well.
