All purchased content locked

All of my son's purchased content is locked and is asking me to rebuy all of the packs. Clicking the restore purchase button at the bottom of the Marketplace does nothing. Given the amount of money we have spent this is ridiculous. Editing to add that we have not been signed out, all of the items were purchased while signed in so should not have just disappeared at random.
