Any raid mobs can spawn in the ground or deep in caves

1.  Almost every time I start a raid, in at least one of the raids a pillager, evoker, vindicator, or witch would spawn inside a self made 2 block space under the ground. Mostly, they would spawn in deep caves underground, forcing me to dig through and listen to find them. I would be so glad to see this fixed because it’s been a problem for so long now. Thanks.
