2nd Player cannot join game

I am attempting to use the 2nd switch controller to have a local 2 player game.  I have started the game as player 1, I then click + on the 2nd Joy-Con.  The screen starts to split but then fails back to 1 player mode (no split screen and no 2nd player).  What is wrong?
