LEGO® Minecraft™ Dragon Slayer is not showing up in Owned Classic Skins

Similar to https://bugs.mojang.com/browse/MCPE-41761 comment by @G Mariani. Purchased the Lego set for my son today and it is not available in the list of skins in 1.13.1. I suspect this may be related to the recent changes to how skins are handled.
