Bell can not be placed and doesn't leave inventory

We have had multiple reports on our realm that people can not place the bell item, after such it becomes stuck in their inventory and they can not remove it. This is across multiple platforms such as switch, xbox one, pc and phone, all bedrock versions seem to be affected.
