error of the enchantment table

Hello the error is the following or I do not know if it is error but I want to enchant a tool gun or book . I do not get the enchantment. Example I put a sword comes out the 3 levels to enchant and I don't know what I'm enchanting doesn't come out the enchantment. This blindly enchanting
