Some times hard powering lights out of comparators doesn't light adjacent blocks.

I have lost my repro case, however i noticed that adjacent blocks some times lighting blocks do not get hard powered when at low signal strenth. I have attached 2 images from testing with a hopper minecart.

 

This now seems to work in my world, but for some reason was not working about a half hour.
