Placing Torch on Stairs (Any Type) puts it on the ground instead

What I expected to happen was...:
I expected nothing in particular to happen... I was just playing around

What actually happened was...:
I placed a Torch on a Quartz Stairs and it placed the torch on the ground

Steps to Reproduce:
1. Place a stair of any type on the ground.
2. Place a Torch EXCACTLY in the center of the elevation of the block shape.
3. Profit.
