You cant get mending from fishing

No matter how much you fish you wont get a mending book You will get tools with mending but you wont get a book.

I have tried this by fishing with a luck of the sea 3 enchantment and for over 4 hours of fishing I didn't get a single mending book but a fishing rod with mending and a bow with mending
