Not loading chunks

When I teleport me with a function to a random location in my world [between > 1000 blocks], the chunks won't be loaded until I restart the game. When I restart the game, the chunks are loaded, but when I teleport me with another function back to my spawnpoint, the chunks at the spawn won't be loaded. Even if I use ticking-areas, it doesn't load the chunks, too.
