Unable to Complete Purchase for Minecraft Java Edition

We setup an Ubuntu PC just to run Minecraft.  Clicking on the "Buy Now" link takes us to this web page:  https://my.minecraft.net/en-us/store/minecraft/#consent

After logging in, and entering the Parental Permission info, my parent gets an eMail notice.  He filled out the info, and followed the links to the Purchase Screen.  He entered his credit card info, and clicked the "Purchase for $26.95" button, then a "Placing Order" banner pops-up.  But nothing else happens after this.  We have tried this SIX times with the same result.

What must we do to complete the purchase?
