Extreme incremental lag after updating to 1.13

Its almost impossible to play with the lag that the 1.13 update added. Sprinting is difficult, i can not be near villagers without the game lagging out, its impossible to do anything around large amounts (maybe 10 or so) mobs. I disabled all of my resource packs and behaviour packs and the problem still persisted.
