Bubble Columns do not update when using a Dispenser with a Water Bucket

1. Place a Soul Sand block (or Magma Block) 1 block in front and below a Dispenser that has a Water Bucket inside.
2. Activate the Dispenser. A Bubble Column is formed as expected.
3. Activate the Dispenser again, the water is removed but the Bubble Column stays! While this glitch is cool, it is not expected behavior and should be fixed.
