Can't change skin after 1.13.0 without account.

when I was playing minecraft I noticed my skin was Alex, so when I went to change my skin on the hanger(now profile) I couldn't get to my skin packs. and I can't even create a skin either, so I'm stuck on Alex. And I can't even go to Steve.

This issue is not a big deal so please take your time, you guys are really busy. I appreciate your hard work!
