Local Skinpack (skinpack that is installed not from marketplace) keep on reseting

Local skinpack keep on reseting everytime i restart my game, it only happend for skinpack that installed without using marketplace... skinpack that installed using marketplace is fine, this problem only happend after the profile/character creator introduced (1.13.x).
