Skins not showing up on multiplayer

On public servers, ever since the 1.13 update, I have been unable to see people's skins on multiplayer servers. I've tried deleting the application and re-installing it again and it works, but only for like the first 1-3 times i join a server. The thing is that I know some people who are on the same platform and Operating System as I am, but they don't experience these issues.
I personally believe its the new skin system that was implemented in the 1.13 update that caused this whole skin crisis,and I'm hoping for a hotfix that reverses this whole "brand new skin system".
