Performance issue

Mobs are in low frame rate? Mobs not being dynamic for example when I hit sheep they don't run away and when I lower graphic settings it does not help at all, I have also loaded the world. I've played this world many times this has not happaned, only after 1.13. The video was in Lowest graphic settings.
