Game crashes on startup when I am not connected to the internet.

The game works pretty well over all but for some reason, I cannot start the game when I do not have an internet connection. This has been going on for a while and is getting very frustrating, I see an update and get it hoping this bug will be fixed. But in 1.13 this is still  happening. Please fix it.
