you can't place bells, put it in a chest or throw it also foxes doesn't spawn in survival

I was doing some decorations and I was triying to place a bell but for some reason it won't place the bell, also you can't get rid of the bell except for killing yourself and for that reason I lost my 20 experience levels, pleace fix it .
