Can occasionally pick up top snow

Rare but can pick up top snow instead of snowballs when mining snow layers. Was clearing out a large area in a snowy tundra biome. Had only been picking up snowballs for about an hour but then found 1 top snow in my inventory. Was using a fortune 3 shovel, not silk touch. No big deal but thought this might be helpful
