Eating doesn't always fill hunger but food is consumed

Eating food on a realm (when laggy) food is consumed but there is so much delay in the hunger bar being filled that you are able to eat again before the bar registers.

Also, if the bar registers as full you are able to eat again.

Example:
Player down to 3 hunger points.
Eats steak -> Hunger bar does not increase
Eats another steak -> Hunger bar increases by 3
Eats steak again -> Hunger bar does not increase
Eats another steak -> Hunger bar increases by 3
Eats steak again -> Hunger bar does not increase
Eats another steak -> Whilst mid eating hunger bar is full yet eating continues.

Costs 6 steak to replace hunger bar instead of 3!
