Version 1.13 on iOS 13.2 crashes at startup

When I open Minecraft PE on my iPad, it shows the Mojang logo then goes back to the home screen. It looks like it's crashing, but I think it's actually being pushed into the background. When I double-press the home button to view the open apps, Minecraft is open, but the same thing happens when I choose the running app (it bounces straight to the home screen.
