Traditional Custom Skins with Capes issue

So today the new update for Minecraft Bedrock edition (1.13.0) was released which includes the brand new character creator. Unfortunatly the cape is not showing on traditional custom skins (skins not made in the character creator) for me and yet it applys the cape to other skins in the section that the custom skin is in.
