Armor stands take the mob cap

Armor stands take spots in the mob cap.

Steps to reproduce :

 - Create a new flat world, disable mob spawning

 - Place 200 armor stands

 - Enable mob spawning

 

Issue :

If you keep the 200 armor stands loaded, no mob will spawn.

 

What is expected :

Mobs should spawn no mater how many armor stands are loaded.
