Resource packs client side merge

The resource packs cache folders names are strictly related to the time a resource pack was downloaded. It's possible for 2 (or more) different resource packs to be downloaded at the same time and saved in the same cache folder. The same bug was also reported here by someone else with more info about how to reproduce
