Whenever you go to a pillager Outpost, over 50 spawn and around 10 captains.

I was about to explore a pillager Outpost. When I went over my phone started lagging. Then I saw slot of pillagers falling out. I left the game and came back on. Then my screen messed up and it showed me the pillagers without any structures around them.
