Not all of my skins and texture packs were transferred from my Minecraft Bedrock on my iPhone to my Minecraft Bedrock on my Xbox One S

I have bought many skin and texture packs on my Minecraft on my phone, but they didn't transfer from my phone to my xbox. It is the exact same account and everything, both Bedrock edition. I would like to have my cape texture pack that I got from the 2016 Minecon, the texture pack was free from the store, but didn't get transferred from my phone to xbox. I have some of my skin and texture packs, but not all of them were transferred. Please help. Thank you, Zach
