Chain command block not working

As I was using the command blocks, I've been seeing a reoccurring problem with the chain command block. I have place a impulse and a chain command block beside one another and the impulse command would execute as expected whereas the chain command didn't run at all. Nothing is wrong with the commands itself, I think it might be the placement or the settings.

This is what settings I put for the command blocks:

Impulse:

• REDSTONE: Needs Redstone
• CONDITION: Unconditional

Chain:

• REDSTONE: Always Active
• CONDITION: Conditional
