Windows 10 does not have the new cloud fading

Summary

On Xbox One, new cloud fading that is similar to Java was added, but this wasn't added to Windows 10.

Steps to Reproduce:

1. Compare the Xbox One clouds in the distance to the Windows 10 clouds in the distance.

Observed results:

The clouds on Windows 10 don't have the same fading as Xbox.

Expected results:

The clouds on Windows 10 have the same fading they now have on Xbox.
