Non server based multiplayer not working

This issue has persisted over several days and multiple devices. All known "fixes" and workarounds have been tried. All Xboxlive settings have been verified.

Servers function properly as well as realms, however local multiplayer and world based multiplayer do not connect.

No errors codes are returned.

When creating a world I insure the world is set to 

Multiplayer on

Friends of friends

Can connect through lan

 

Upon entering the world 

Multiplayer is automatically disabled in settings 

As well as some players world's displaying as joinable with others never appearing at all. This has been tried between W10, xbone, and Android as these are the only available devices at the moment, As well as with 3 different account
