unexpected update of observer

Observers update automatically when i enter the world, this lead to some problems when I was working on a large redstone project. In picture 1, the circuit was empty, and there was a item frame attached to the observer. But in picture 2, When I quit and entered again, the circuit was charged, it seems that the observer generated a signal when i entered the world. Hope you can fix it, thanks.
