Scroll Wheel in Hotbar Not working Correctly

Scroll Wheel is either extremely sensitive (scrolls through hotbar about 10 times with a nudge of the wheel) or is very laggy (takes about a second to update hotbar position). Changing the scroll wheel sensitivity in Logitech Settings or Windows Settings has no effect.
