Scaffolding no longer has stepping/jumping sounds

Prior to the 1.13 beta, scaffolding made its own sound when walking and jumping on it. While the climbing sounds are still there, the stepping/jumping sounds aren't. They now use the block that's underneath's sounds for stepping and jumping on scaffolds.
