Purchased pack is not downloading

I purchased and was charged for the City Life pack. it is stuck in the "Purchasing...this won't take long" message. I have tried restarting the purchase, it then says it was already purchased and will be restored, only to return to the same loop. I tried restarting the device and the game, nothing works. can you please tell me what to do? Or process a refund. Thanks.
