My hoe won't till. It just breaks blocks

Everything started out fine but now every time I try to till with a hoe it just breaks the blocks. Makes it almost impossible to play because I can't farm anything except sugar and you need food to eat. Tried reinstalling and restarting my phone. Nothing works.
