There is no option to purchase content in the Marketplace.

The problem is that when I enter the Marketplace to purchase content, there is no button or other method in which I can get the pack. This happens for all packs, and reloading does not work. I do not want to redownload Minecraft, as I have worlds with lots of progress. I want to get the Founder's cape and Legacy skin pack, but I can't. Why is this happening?
