Locked Paid for worlds

Purchased Templates are showing up as locked. When i try and repurchase them or restore purchases Minecraft either locks or resets but still are locked in the game.

 

We have 3 Templates where this is happening too 

Wildlife Savanna, City Life, Millionaire Mansions.

 

all have been purchase for $7.99.
