Unable to Join multiplayer hosted on iPad from iPhoneX

Map started on iPad 6th Generation can be joined by Windows 10 but cannot be joined by multiple iPhone X devices running the same iOS and Minecraft versions. iPhones can see the joinable map but when selected the Connecting to Multiplayer game screen until eventually it says connection lost times out.

confirmed both are on the same WiFi and packet captures confirm network connectivity between the two devices.
