Vindicators and evokers raid celebration animations are broken

In 1.13.0.13, illagers don't display their celebrating animations, evokers don't raise their arms and will position their arms like how a weaponless pillager would when they don't have a crossbow. Vindicator arms become invisible when they are raising their arms in victory.. Currently affects vindicators and evokers. (Pillagers the celebration animation is broken as well.) Though the issue MCPE-51293 already mentions some broken animations about the illagers celebrating, so I made this ticket seperate to MCPE-51293. Issue only affects Windows 10.
